For travelers eyeing a second passport, citizenship by donation can be an excellent option. As the term suggests, citizenship by donation enables individuals to acquire a new nationality through a direct contribution to a government-approved fund, rather than by purchasing real estate or holding investments. The model has gained popularity worldwide, particularly in the Caribbean, making some island nations among the easiest places to obtain citizenship.

Ahead, we break down everything you need to know about the citizenship by donation process—from costs and timelines to expert insights on what to expect along the way.

What Citizenship by Donation Really Means

Put simply, “citizenship by donation” refers to a non-refundable contribution to a government fund—one of several routes within the broader citizenship by investment (CBI) framework, alongside real estate and public-benefit projects. Unlike traditional programs that require purchasing property or government bonds, donation-based options grant citizenship in exchange for a single contribution to a national development fund.

As Dominic Volek, group head of private clients at Henley & Partners, explains, with a donation, “you don’t hold an investment asset; you make a contribution to the state, pass due diligence, and (if approved) receive citizenship under that program’s law and regulations.” Unlike traditional CBI routes, there’s no property to manage or sell—the donation is a one-time payment, and the “return” is the citizenship itself. Still, the programs demand transparency and compliance. “Every file is subject to strict background checks; authorities may decline applications,” says Volek, noting that rules and contribution levels can evolve as governments update their frameworks.

Nicholas R.G. Stevens, CEO of NTL Trust, adds that donation and real estate routes appeal to different applicants. “The main pro of the donation route is that the cash outlay is typically lower, and the process can be simpler since you bypass the responsibilities that come with ownership.”  

“The donation route is simpler and typically cheaper, but you never get any of the money back,” he says. “It’s also under political pressure, as it can appear to some as ‘selling passports,’ whereas real estate investors often create a longer-term connection with the country.”

Why Governments Offer This Route to Citizenship

For smaller nations, citizenship-by-donation programs have become an important revenue tool. As Volek explains, this is because they “give governments immediate, flexible fiscal revenue for national development priorities or approved public-benefit projects.”

Donation programs also have political appeal, offering governments fast access to funds that can be channeled into public projects. As Stevens explains, the money “can be spent quickly on initiatives that help the local population.”

Countries That Offer Citizenship by Donation

The Caribbean remains the center of citizenship-by-donation programs, with five countries setting the standard for others.

And in addition to the prices listed below, Volek notes that applicants should also factor in government, due diligence, and passport issuance fees on top of the base contribution. Finally, keep in mind that total costs vary depending on the program and family size.

Antigua & Barbuda

According to Henley & Partners, prospective citizens can donate $230,000 to the National Development Fund (for families of up to four) or $260,000 to the University of the West Indies Fund.

Dominica

Through the Economic Diversification Fund (EDF), applicants contribute $200,000 for a single applicant or $250,000 for a family of up to four. The fund supports public and private projects across Dominica, including education, healthcare, sports, and tourism.

Grenada

Per Henley & Partners, Grenada’s National Transformation Fund requires a donation of $235,000, covering either a single applicant or a family of up to four.

St. Kitts & Nevis

Long considered a pioneer of citizenship by donation, St. Kitts & Nevis accepts donations through its Sustainable Island State Contribution (SISC), starting at $250,000 for a principal applicant and up to three dependents.

St. Lucia

In St. Lucia, applicants can contribute $240,000 to the National Economic Fund, according to Henley & Partners.

Beyond the Caribbean

Smaller nations, such as Vanuatu, Nauru, and São Tomé and Príncipe, have launched similar donation-based citizenship programs, with contributions starting around $90,000 and varying by destination.

What to Know Before You Apply

Choose a licensed agent—and skip the shortcuts.

All applications must be submitted through a government-approved agent, a licensed professional who handles your paperwork, conducts due diligence, and submits official documents. Therefore, choosing the right one is crucial. “Watch out for agents offering it cheaper than the government-defined price,” warns Paul Williams, CEO of La Vida Golden Visa. “Governments have cracked down on this, and numerous past recipients have lost their citizenship or been asked to contribute more.” His advice? Stick with verified, government-licensed providers.

Approval isn’t guaranteed.

While citizenship by donation may move faster than traditional residency routes, approval is far from automatic. “Governments continue to tighten compliance rules through new interview and vetting requirements,” says Volek. He also tells Travel + Leisure that countries such as St. Kitts & Nevis explicitly reserve the right to reject applicants who provide misstatements or omissions.

Stevens adds that “selection criteria are very strict” and warns that no applicant can “dictate the terms” simply because they’re paying. “The biggest misconception is that donation equals guaranteed approval,” he says.

Patience is key.

When pursuing citizenship by donation, patience is key. As Williams explains, “gaining citizenship is a major deal,” and it’s “far more than opening a bank account.” Fortunately, that patience often pays off—although it sometimes means a longer wait than expected. According to experts, processing times can vary depending on the destination and the complexity of documentation. “A fair average estimated processing time would be four to six months,” says Stevens. “São Tomé and Príncipe is currently processing in as little as six weeks, while St. Lucia is overloaded and may take a lot longer.”

In most parts of the U.S., fall foliage is gone by November. But in southern Arizona’s Aravaipa Canyon, it’s just getting started. Around two hours from both Phoenix and Tucson, this towering, red-walled gorge, reminiscent of Zion National Park, hides one of the most spectacular—and least-known—leaf-peeping displays in the Southwest. 

Perennial Aravaipa Creek—Aravaipa is an Indigenous word used primarily by the Western Apache, meaning “laughing waters”—winds through the canyon, creating a rare oasis in the desert. Along the creek banks, cottonwood, sycamore, willow, and walnut trees light the way in gold and orange from mid-November into early December. On my most recent visit—December 2024—the foliage was just past its peak, with some bare trees and lots of fluttering yellow leaves. The scenery, coupled with the blissful lack of other people, makes it feel like a quiet section of Zion.

That feeling deepens the farther you go. Aravaipa Canyon stretches 12 miles, but most day hikers tackle a few and turn back. Some visitors bring multiple vehicles and set up a shuttle at both ends for a point-to-point hike, and others backpack the full canyon, camping along the way. However you approach it, you’ll cross the ankle-deep creek dozens of times and walk in it for long stretches, often because the canyon narrows so tightly and there’s no other option. Waterproof hiking shoes or neoprene socks help, though you may find regular trail runners work fine—I wore the former with wool socks, my friend opted for the latter, and both of us were comfortable. Trekking poles are nonnegotiable, even if (especially if) you don’t typically use them. The canyon floor is uneven, and going in and out of the creek makes it slippery. 

The creek not only sustains Aravaipa’s lush vegetation and provides hikers a rare year-round freshwater source, but it also lends the canyon its striking contrast. Beneath giant creekside sycamores, it’s easy to forget you’re in southern Arizona—until a saguaro or desert bighorn sheep reminds you. Late fall weather makes it even better: Daytime highs hover in the low 70s, and the water stays a cool 55 or so degrees.

Solitude is another part of Aravaipa’s magic. The Bureau of Land Management limits access, issuing just 50 permits per day (30 for the west trailhead, 20 for the east), whether you’re hiking or camping. Permits release on a rolling 91-day basis, and while far easier to get than famous hikes like The Wave or Phantom Ranch, they sometimes sell out in peak season (March and April, in addition to autumn). Hikers can stay two nights and three days, though permits are required for each consecutive day. 

The west trailhead, reached via a nine-mile stretch of well-maintained gravel road near the tiny town of Dudleyville, is by far the most accessible. The road to the more remote east trailhead frequently floods and requires a high-clearance vehicle. From either direction, the canyon unfolds mile by mile, an unexpected desert Eden where fall lingers long after it’s faded elsewhere and silence fills the space crowds never reach.

You’ll find waterfalls across the country, from North Carolina to Yellowstone. And one of the most breathtaking waterfalls is found in the small town of Corbin, Kentucky, also known as the home of Kentucky Fried Chicken. 

Cumberland Falls, located in Cumberland Falls State Resort Park, is 68 feet tall and 125 feet wide, and, as state park manager Maggy Monhollen tells Travel + Leisure, it’s the “largest waterfall east of the Mississippi, south of the Niagara Falls.” 

While its size is certainly impressive—it’s the reason for the nickname the “Niagara of the South”—the most interesting aspect of this water feature is actually its moonbow. Produced when moonlight is refracted through water droplets, the white or lunar rainbow only appears in full moon conditions when the sky is clear. And, yes, it’s a photographer’s dream. 

What to Do

You don’t necessarily have to visit during a full moon (or stay up late) to experience Cumberland Falls State Resort Park, of course. Monhollen calls it a true “one-stop shop” with something for every type of outdoorsy traveler. “At 1,000 acres and surrounded by 800,000 acres of Daniel Boone National Forest, the park is a nature lover’s paradise,” she says. 

“There are 17 miles of hiking trails, a full-service restaurant, 96 accommodations, a swimming pool, horseback riding, rafting at the falls, a gift shop, a visitors center, two campgrounds with a total of 51 campsites, the Moonbow Cafe, a full-service restaurant, and so much more,” she adds. There’s also fishing, birding, picnicking, and gem mining. 

Seeing the awe-inspiring falls is the top priority for most travelers coming to Cumberland Falls State Resort Park. There’s a half-mile hike to the falls—a total descent of 200 feet—from DuPont Lodge, but you can also choose to get a bit closer (right up to the base of the falls) via a boat. Sheltowee Trace Adventure Resort is the outfitter for guided whitewater rafting trips below Cumberland Falls. Both the Rainbow Mist and the Moonbow Mist trips come recommended by Monhollen, who says they’re a “once-in-a-lifetime experience.” Reservations for the latter trip usually open on the Monday before the trip date. 

When asked about the best hiking trails in the park, Monhollen shared a couple of her favorites. “Blue Bend Loop, a five-mile loop, is our longest trail in the park,” she says, adding that it follows the Cumberland River. The three-mile Eagle Falls trail is another one of her picks, and she says hikers will get a “glimpse of Cumberland Falls from across the river” and it “ends at a beautiful, turquoise waterfall, located within a Kentucky State Nature Preserve.” If you choose this route, you’ll also have the opportunity “to see wildlife and a variety of different flora.” 

Those visitors searching for a shorter trail may also enjoy the half-mile (one-way) Pinnacle Knob Fire Tower Trail. “It is the easiest trail in the park, ending at the historic Pinnacle Knob Fire Tower, offering a majestic view of the foothills of Appalachia,” she explains. You can even join a guided tour to Pinnacle Knob Fire Tower, built in 1937, with one of the park’s naturalists. 

The park also has a variety of other programs and guided activities throughout the year. Horseback riding is a popular choice, and visitors can go on rides on weekends in May, September, and October, and daily from Memorial Day Weekend until Labor Day. Monhollen also suggests swinging  by the visitors center to “see the reptile family and learn the history of the park.”

Notably, the pool, horseback riding, rafting, and the Moonbow Cafe are only offered seasonally. 

When to Visit

“There’s never a bad time to visit, but I’d recommend visiting during May and June to optimize our recreational opportunities at the park,” says Monhollen. Of course, if you want to see the famous moonbow, you’ll also need to time your trip during a full moon—and the full moon calendar is available online. The remaining 2025 dates are Nov. 3-7 and Dec. 2-6. 

Starting from Nov. 1 this year, a few of the facilities will be closed due to renovations, including DuPont Lodge, Riverview Restaurant, and Ridgeline Campground. During this time, cabin rentals will still be available, and other aspects of the park—including Cumberland Falls, the hiking trails, welcome center, and gift shop—will remain open.
